Add the AI Value Engineering Scorecard

What changed

• adds one portable scorecard for the existing 12 Factors of AI Value Engineering
• provides Markdown, JSON Schema, worksheet, SVG, PNG, and one-page PDF formats
• preserves four non-compensable hard gates and evidence-backed 0–2 factor assessments
• integrates the scorecard into the README, concise guide, agent contract, value skill, artifact catalog, and public site
• releases the coherent change set as v1.15.0

Scope

The scorecard is an interface to the existing framework, not a second methodology, aggregate certification, or production-readiness approval. “Valuemaxxing” remains optional informal shorthand only.
