Add computer-use boundaries and evaluation provenance

Summary

• add an API-first computer-use action-boundary blueprint and public site route
• version evaluation cases at 1.1 with source, approval, adjudication, classification, and review provenance
• add bounded Pace and Anthropic research findings, controls, patterns, migration guidance, and regression coverage
• release the coherent change set as v1.14.0

Validation

• npm ci --ignore-scripts
• npm test
• git diff --check

All local release gates passed, including the executable invoice evaluation suite and generated site tests.
