brigade: show kinds and goals on the skill's command lines, and name goals.tsv in the guide

The brigade skill, the brigade-admin skill, and the guide catch up with kinds and goals.

The tool now needs --kind on ticket add --summary, and the skills still showed lines it refuses.

• Every ticket add --summary line in both skills carries --kind. The main line shows the five kinds and the optional --goal.
• The --from-report comment says it takes no --kind and no --goal, and what each filed ticket gets.
• New lines for ticket set --kind, --goal, and --no-goal, and for goal add, goal set, and goal list, each with when the tool refuses it.
• The fire line shows --kind and --ride-along, and the service step says when fire is refused for a missing kind.
• The status comment names the kinds, goals, and untagged lines.
• docs/guide.md names goals.tsv among the tables a new store holds.

No code or test changed. Every ticket add, ticket set, goal, and fire line in the two skills was run against a scratch store and accepted.
