Accepted agent delivery; branch-keyed search descriptor included.

Summary by cubic

Fixes semantic search so the approved paused-embedding notice stays visible while the keyword (trigram) index is still building.

  • Treats a scheduled embedding pause as its own unavailable-index state so the "Semantic search unavailable: the embedding model is paused; using keyword search only." message appears even when no lane is ready to run the request.
  • Adds a regression test and release note; ranking, routing, and benchmark rows are unchanged.

Written for commit 2bdb9cf. Summary will update on new commits.

The PR appears safe to merge; it changes the pause notice without changing which searches can run.

Summary

Keeps the approved paused-embedding notice visible while the keyword index is building.

  • Search replies keep the pause notice visible while the keyword index builds.
