Define connector authority modes

Summary

• add public connector authority modes to locality-auth-core and map OAuth host modes to local_direct vs hosted_managed
• document OAuth/data-authority separation for connector development and OAuth architecture
• add a manifest contract test proving registry v1 rejects authority fields
