Bump actions to latest major versions and pin all action references to full commit SHAs for supply-chain security and repeatability. Replace deprecated actions/upload-release-asset with gh release upload. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
