Adds a definition for "Telemetry" as a new glossary term, resolving #1164.
The entry follows the glossary style guide and template:
The definition is written to complement rather than duplicate the existing Observability term: observability describes a system property, while telemetry describes the data itself and the practice of collecting it.
Status is set to "Feedback Appreciated" for maintainer review.
