Consider changing to #define DEFAULT_INACTIVE_TIMER_DISABLE_SECONDS 1 in layout/base/nsRefreshDriver.cpp (or some smaller number) and seeing what breaks. We could even possibly have InactiveRefreshDriverTimer::ScheduleNextTick be a no-op. However, see https://bugzilla.mozilla.org/show_bug.cgi?id=1352205 first.
Consider increasing the 1000.0 in nsRefreshDriver::GetThrottledTimerInterval so we can have throttled frame rates even slower than 1fps.
Remove E10S and telemetry from the refresh driver code.
Things not to do:
I tried setting layout.frame_rate to zero and it really killed performance.
Changing DEFAULT_RECOMPUTE_VISIBILITY_INTERVAL_MS only affects the active tab, so making it slower probably will adversely affect some pages. See https://bugzilla.mozilla.org/show_bug.cgi?id=1169880
