When opening URL in Web Viewer, hold Ctrl/Cmd+Alt to open in split view, and hold Ctrl/Cmd+Alt+Shift to open in new window

This should work for both bare URLs and when pressing on the URL button.

Also, when the tab with base is pinned and a pane is open to the right, the URL should open in the right-side pane, replacing the tab that was open in it. (This would mirror how this works natively for files, though native Bases views open URLs in new tab instead of to the right.)
