Issue with cong_committee limiting by congress

Good afternoon,

I have recently run into an issue with the cong_committee command.

I am attempting to generate a table of nominations from the Senate Foreign Relations Committee (code = ssfr00), and because there are so many nominations, I need to limit this by each individual congress. I am able to pull the most recent nominations from the SFRC, but I am unable to limit using the 'congress =', or by using 'from_date' and 'to_date'. It always pulls the most recent nominations. When I include "congress = '117'", it still gives me the most recent nominations, from the 119 and some from the 118, depending on my limit (which is always set to 250).

Example code below:

cong_committee(
  congress = 117,
  chamber = 'senate',
  committee = 'ssfr00',
  item = 'nominations',
  limit = 250,
  offset = 0,
  format = "json",
  clean = TRUE
)

This will return no data. My environment lists this as having 0 obs. of 0 variables. if I remove the "congress = '117'", like this:

cong_committee(
  chamber = 'senate',
  committee = 'ssfr00',
  item = 'nominations',
  limit = 250,
  offset = 0,
  format = "json",
  clean = TRUE
)

I get the 250 most recent nominations, from the 119th and 118th.

I think there might be an issue between the congress = argument. I am able to pull some nominations with this:

cong_nomination( 
   congress = 117
)

But I don't seem to be able to limit these nominations, already limited by the congress, by additional arguments of committee or chamber. Is this an intended limitation, or a bug?

Additionally, I was not able to get the from_date and to_date arguments working, as I thought that could be a workaround for not being able to limit by congress.

Thanks for this. There are two parts to this:

1. It looks like the upstream API was updated after my last set of edits to the committee endpoint processor. I've just made a fix. Can you install from dev pak::pak('christopherkenny/congress') and let me know if this looks better now?

2. It appears that the from_date and to_date arguments do work in general, but are ignored when you make the request specific (e.g., providing at least a committee).
