Configure Renovate rules for Go: 1. `constraintsFiltering: "strict"` on Go modules so Renovate will not propose module updates that require a newer Go version than the `go` directive in `go.mod` (such as #646). 2. `rangeStrategy: "bump"` with `prPriority: 1` on the `go` directive so Renovate proposes updates to the Go version itself and prioritizes those PRs ahead of module updates.
