Adds Ubuntu 26.10 as a stable base and build-base for Debcraft projects.
Changes:
- Accepts Ubuntu 26.10 and removes its development-base mapping.
- Updates craft-providers to 3.8.0.

Ubuntu 26.10 (Stonking Stingray) is stable, so it can be named as a base and build-base instead of falling back to the
develwildcard.Also updates craft-providers to 3.8.0.
