Merge Risk: 🟠 High · up to The workflow exposes an API secret and write-capable GitHub token to PR-controlled code, creating a serious credential and repository-integrity risk. The reviewer policy also omits test and scope checks, so these issues should be addressed before merge. 🚥 Pre-merge checks | ✅ 4 | ❌ 1❌ Failed checks (1 warning)

PR-controlled runner receives credentials
When a same-repository contributor modifies .devdigest/runner/index.js in a pull request, the default checkout runs that revision with OPENROUTER_API_KEY and a pull-request-write GITHUB_TOKEN, enabling credential exfiltration and arbitrary review or comment creation. How this was verified: The fork-only guard permits same-repository branches, while the checkout, credential injection, and runner execution occur in the same job.

Generated bundle violates module convention
The newly committed runner uses CommonJS module.exports here and in .devdigest/runner/index.js, creating a large exception to the repository-wide ES-module-only convention and making module-policy enforcement inconsistent.

Include test and scope review in the focus.
This instruction conflicts with .devdigest/skills/pr-quality-rubric.md lines 15-20. A pull request with an untested branch or unrelated documentation changes can receive no finding. Change this to prioritize production code while still reviewing tests and scope when they affect quality.

Run only trusted runner code with credentials.
The workflow executes PR-controlled .devdigest/runner/index.js with OPENROUTER_API_KEY and a write-capable GITHUB_TOKEN. A same-repository PR author can modify this runner and exfiltrate both credentials.
Use an immutable trusted runner source or check out the base commit for the credentialed job. Run PR code in a separate job without secrets and with read-only permissions. persist-credentials: false does not prevent direct environment-variable exposure.

DevDigest's exported workflow (.github/workflows/devdigest.yml, merged in #26) now covers automated PR review, so the two Claude Code review workflows are redundant — every PR was getting reviewed twice. Removes the workflows only. The agent definitions and skills under .claude/ stay: they are still used when running Claude Code locally, and nothing else references the deleted files. This PR adds DevDigest's automated review (agent: General Reviewer) as a GitHub Actions workflow. Add the
OPENROUTER_API_KEYrepository secret before merging so the workflow can run.Summary by CodeRabbit
