Removes drawing-scope-extraction from the catalog, along with its eval task and review harness.
preconandallplugins; the marketplace version is now 0.8.0.catalog.jsonis rebuilt. Validation, catalog check, tool tests and the rescore test pass locally.The marketing site's /skills page and its "five outcomes" test need updating when it's re-pinned.

Remove drawing-scope-extraction skill from plugin catalog
Deletes the
skills/drawing-scope-extraction/scripts/scope_list.pyutility and removes the skill's full entry from catalog.json. Updates README.md and ROADMAP.md to mark the skill as retired and list the catalog as four skills instead of five. Bumps the plugin version from 0.7.0 to 0.8.0 in marketplace.json and drops the skill's paths from the plugin manifest.
