Adding copilot instructions.

So far these do not yet contain information about the following steps:

  • how to execute tests
  • how to lint
  • how to read the LRM
  • usage of Message_Handler class
  • supported Python versions

Also update coding style accordingly.
Extend instructions how to use the `Message_Handler` class,
to avoid `print` statements and to give concise user feedback.
