chore(deps): configure the JSR scope in bunfig.toml instead of .npmrc - #173

Conversation
Bun reads registry scopes from bunfig.toml, where the workspace's other install settings already live. The SDK's .dev/ts7 keeps its own .npmrc because it installs from its own directory. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Moves the
@jsrregistry scope from the root.npmrcintobunfig.tomlunder[install.scopes], next to the workspace's other install settings (linker, minimumReleaseAge). Bun is the only package manager that installs this workspace. npm only runs inpublish_npm.ymlto publish the SDK, and publishing doesn't resolve@jsr/*.packages/hyperliquid/.dev/ts7/.npmrcstays becausecheck:ts7installs from that directory.Test plan
