Add HIP-4 outcome templates API surface #104

Problem

The Aug 2026 "HIP-4 outcome templates" API drop is entirely missing (upstream nktkas#171, #172, #173, #177):

• New info method: info.outcomeTemplates.
• New exchange action: exchange.activateOutcomeDeployer.
• New spotDeploy outcome sub-actions: registerStandaloneOutcomeFromTemplate, registerQuestionFromTemplate, settleOutcome, settleQuestion2.
• validatorL1Votes missing registerTemplate and settleQuestion2 action variants (has settleOutcome).

Note: the official docs pages do not yet document these request/response shapes — use the nktkas v0.33.3 schemas as the implementation reference and verify against mainnet.

Fix

Add the info method + schemas, the exchange action + signing path, the spotDeploy sub-actions, and the validatorL1Votes variants. Follow existing per-method file layout under src/api/info/_methods/ and src/api/exchange/_methods/; add tests and docs entries.
