docs: changelog entry for CDNOTS+ default changes and SigKCIGPU fix - #33

#32 changed run_cdnots_plus's defaults (priority, legacy_mci_conds, orient_margin, alpha) and fixed a SigKCIGPU crash, but merged without a changelog entry. This documents both, flagging the defaults change as behavior-changing for callers that don't pin these parameters.
