ensure assembly name kwarg is passed onto Vrs-Python translator
wrote a couple brief translator-specific unit tests. moved existing translator tests to a separate test module since they were all focused on caching behavior specifically
also incorporate a fix from vrs-python that affects VCF test fixtures
