Summary

Bump the Flash marketing version to 1.1.0.
Create GitHub releases with their archives attached before publication, as required by immutable releases. Existing releases are accepted only when the expected archive is present.
Give each nightly build its own immutable prerelease tag while continuing to update the rolling flash@nightly cask.
