Why

Both v4 of actions/checkout and v3 of wrangler-action target Node 20, which GitHub runners now force onto Node 24 with a deprecation warning on every run. This bump eliminates those warnings while keeping all behavior the same.

Verification

• YAML validated with python3 yaml.safe_load — all workflow files parse successfully
• cargo fmt --check passes (no Rust changes)
• No Rust source or test code was touched

Summary

Bumps actions/checkout from v4 to v5 across all CI workflow files, and bumps cloudflare/wrangler-action from v3 to v4 in the docs workflow. These are straightforward infra dependencies updates with no Rust code changes.

Findings

No issues found. The PR is a clean, low-risk dependency version bump. All version references (v5 for checkout, v4 for wrangler-action) exist on GitHub with available tags. The changes are mechanical replacements with no behavioral impact on compiled code.
