Operator status failed with “another autonomy cycle owns the state” whenever the scheduled verification cycle was running. Read the last committed SQLite snapshot through a read-only connection while retaining the exclusive execution lock, configuration checks and path guards. Status no longer initializes persistent state and reports corrupt databases through the controlled CLI error path.
Validation: all four added regressions failed before the fix; all 34 autonomy tests and the native governance gate pass afterward. Deployment readback follows independent exact-head review and merge.
