All 18 governance suites, validation, Bash syntax, ShellCheck, actionlint and whitespace checks pass. Independent review approves the source and targeted settings. Live readback verifies public repository identity, merge defaults, custom properties, organization rules, security configuration and both required checks. The read-only audit passes for all 22 active repositories. The global publisher was not applied.
Limitations / follow-up
Default-branch scheduled audits use this inventory after merge. This PR does not merge repositories or dispatch workflows. Targeted settings are already applied; all unrelated repository and organization policies remain unchanged.
