Verdict: approve. The runner selection routes this repository's status job to the fleet-status pool while preserving the hosted-runner fallback for forks. The job still runs only the pinned status action, with unchanged event guards and narrowly scoped permissions.

This moves the
fleet-statusjob from this repository's exec row to its own read-tier fleet status row (labelfleet-status, added in pitlane-box#103; online since 2026-11-01 22:33Z). The job checks out nothing and runs only the pinned fleet-status action. On the exec row, each of these few-second runs held anEXEC_CAPslot, and in PR waves test jobs queued behind them. Read-tier rows are not counted by the cap. The trigger, concurrency and the action pin are unchanged. A fork repository still runs the job on GitHub's runners.
