Summary

Publish Agent Handoff Standard 1.3 with human-controlled containerization decisions and safe GUI testing rules.

Key changes:

• prohibit brittle automated GUI tests based on coordinates, screen position, pixel offsets, or incidental layout order;
• add ai/CONTAINERIZATION.md with all supported Docker and Docker Compose organization approaches;
• require a separate explicit user decision about containerization during new-repository initialization and adoption into an existing repository;
