Rust-only subset of the Ix flake: fenix toolchain from rust-toolchain.toml, crane package build (--features parallel), a cargo-nextest checks.tests derivation for 'nix flake check', and a dev shell (cargo, rust-analyzer, cargo-deny, cargo-nextest) with .envrc for direnv. Nix CI mirrors the Ix layout: build + flake check, plus a devShell smoke job.
Pulled in by the Blake3 migration (blake3 -> arrayref). OSI-approved permissive license, already on ix's allowlist.
