Force HWINFO to be enabled by the loader on all boards, and use the Arduino legacy format for the USB serial number on H7 targets, the Portenta C33 and the Nano Connect, to ensure compatibility with the bootloader and mbed-based cores.

Use the legacy serial number format for the boards that were supported by Mbed cores / bootloaders.
This allows to use the serial number indfu-utiland avoid issues when more than one board of the same kind are connected in bootloader mode.Requires arduino/zephyr#35 to be merged.
Re-implementation of #678 with a Zephyr patch instead of providing alternative implementations for the same files.
