AgentOps now keeps blocked work assigned to a capable responder until it verifies the request outcome, a safe continuation and useful worker progress.
Before: OPD’s Decline was followed by another shell proposal before the correction arrived. After: the coordinator cancelled that blocked attempt, and the same worker resumed native file edits. The guide explains those real refusal semantics and keeps both shell calls unexecuted.
This guidance follows the observed, operator-assisted recovery. It adds no approval authority, automatic wake or isolation layer. Package checks, 11 tests, staging and independent Sol Max source review passed; no new recovery probe was run.
