Refuse an over-long Windows project root before preparing the Android emulator #3671
On Windows, stim android creates or boots the owned emulator before it runs the Android path-length preflight. When the project root is too long, the user waits for the emulator first. If emulator creation fails, for example on a full disk, that failure is reported and STIM_PATH_TOO_LONG never shows.
Evidence
Found while verifying #3669 on a windows-latest runner: at C:\Users\runneradmin\src\trailhead (34 characters, past the 24-character limit with react-native-gesture-handler 3), stim android stopped at emulator creation because C: had about 12 GB free. stim doctor --platform android reported the path finding with its remedy.
Cause
The preflight (packages/stim-cli/src/engine/android-path-limit.ts) runs as part of the build, after device preparation.
Fix idea
Run the path preflight before device creation or boot on Windows, so an over-long root is refused first and costs nothing.
