feat: modernize and redesign image optimizer

Summary

• modernize the Electron, Vue, Vite, TypeScript, and pnpm foundation
• redesign the optimizer workspace with comparison previews and optimization inspector
• harden IPC validation, updater policy, packaging, CI, and release workflows
• refresh documentation, application icons, and project tooling

Verification

• pnpm check
• pnpm build

All 14 tests pass. The local build completed successfully; Node 20.16 emitted an engine warning because the project targets Node 24.x.
