Superseded by #22, which is now merged.

This pull request raised @types/vscode to 1.136.0 but left engines.vscode at ^1.97.0. That pairing fails vsce package in the release job:

ERROR  @types/vscode ^1.136.0 greater than engines.vscode ^1.97.0

#22 moves both values together and adds a vsce package step to CI, so this class of manifest fault now fails a pull request rather than a tagged release.
