weigh the opponent's best reply to a move - #390

Every full rack the opponent could hold is valued at its best reply on the board after the move, as the census sheet values a reply, and weighed by its chance to be dealt; or, given the leaves the opponent's last move is inferred to have kept, by those leaves' weights, each drawn to a full rack from the rest. The sums over the deals are exact, and give the reply's mean, its variance, and the chance that the rack can play all its tiles. A move that empties the bag is left to the endgame.
