resume a one-in-bag search across solves - #382

A search with a tile in the bag began again at its first pass every solve, so a caller solving it in steps, as a wasm32 page does, searched the same passes again each step and answered with whatever that step reached; and the pass move, valued by a line of positions each with every place of its side to move, was one piece of work no short step could finish. A PegProgress holds the position and what the passes found: resume_peg_one_in_bag goes on at the pass and the move the last solve stopped at, inside the pass move at the position and the place, and answers from the deepest pass that valued every move. solve_peg_one_in_bag resumes a new one.
