Replace emulator UI tests with JVM coverage

Summary

• remove the unreliable emulator/KVM job and instrumented Compose test dependencies
• replace the four UI scenarios with deterministic JVM coverage for navigation contracts, localization completeness, and traffic-unit preference serialization
• make settings destinations shared production data so tests verify the routes actually used by the UI
• remove the obsolete Fastlane ui_tests lane and update its English and Russian documentation
• record the no-emulator CI policy in AGENTS.md

Verification

• ./gradlew testDebugUnitTest --no-daemon (54 tests)
• ./gradlew lintDebug --no-daemon
• ruby -c fastlane/Fastfile
• git diff --check

The local bundle exec fastlane lanes check could not start because macOS system Ruby does not have the Bundler 2.6.9 version pinned by Gemfile.lock; CI provisions the repository Ruby/Bundler toolchain.

• Download debug APK — signed with the disposable Android debug key
• Download unsigned release APK — verified unsigned

Built from commit d8c80107 by CI run #92.
Artifacts expire after 14 days. Neither APK uses the MegaProxy release key.
