Description

Add react-server export conditions and expose a very minimal set of functions that can be used to de-duplicate api calls in the server

Motivation and Context

Within RSC, there are a few parts of a normal React SPA that do not work. However, we also do not want to send all data fetched during RSC to the client, we want to leave that the the caller to decide. Therefore we do not need any cache beyond the Framework supplied Promise Store.

This means we can simplify the code significantly

How Has This Been Tested?

Unit tests
