Wires make_alerter(settings) into the engine for `run`, `watch`, and `serve` (and threads an alerter through Supervisor), so the Slack/webhook channels added this cycle are actually used instead of sitting unconsumed. Bumps the package to 0.4.0 and adds the CHANGELOG entry covering the audit work: control-plane auth, /metrics, live log follow, the rightsizing remediation, the restart-count/pvc/cert-expiry probes, the new alert channels, policy push, elpio logs/exec, secret redaction, approval attribution, and the dashboard refactor.
