chore(ci): optimize CI workflows

Summary

• skip expensive workflows when unrelated files change and cancel superseded PR runs where safe
• share build caches, avoid unnecessary lifecycle work, and keep live tests uncached
• retain and deterministically name long-lived website workers so test nukes do not force full asset uploads
