Intent

Prepare the CLI package metadata for a patch release containing observability and reliability improvements to existing harness behavior.

Expected outcomes

• @aictrl/cli reports version 0.4.1 in source and release builds.
• The GitHub v0.4.1 release can publish matching npm and platform packages.

Expected impact

Existing harness functionality remains unchanged. Consumers receive improved invocation logging, usage provenance, safe output flushing, and graceful signal handling without a new CLI feature contract. This PR contains no runtime code changes.
