Update the dashboard and reference app from Next 16.4.1 to 16.4.5 and React/React DOM 19.2.8 to 19.3.1, with the matching frozen workspace resolution. Auth, Prisma, SDK, schema, and application behavior are unchanged.
Validation under pinned pnpm 11.19.0: production workspace build, 16 unit tests, recursive and root TypeScript checks, audit 0, a fresh-owner/project/reference-telemetry browser flow (including failure/release/mobile checks), and 13 backend integration checks pass. Only two app manifests and the lockfile changed.
