Patch the compatible static/glob/minimatch dependency chain. The comprehensive disposable browser test now starts its own server with an explicit test rate budget; the production default remains 120.
Validation: audit 2 moderate to 0; lint/typecheck, 30 integration tests with 1 optional skip, local and Sites builds, and the complete account/project/OAuth/import/recovery browser journey pass. Static serving and ordinary application behavior remain intact.
Fresh independent source and candidate reviews found no concrete bypass or regression.
