Substrate Model

The SAIS Substrate Model is the mathematical foundation of sovereign AI governance. It defines the structural environment in which identity, intent, interpretation, and containment operate under constitutional logic.

The substrate is not a neural network, not a heuristic layer, and not a probabilistic model. It is a deterministic mathematical space that enforces sovereign boundaries.
