size: stop checking bundle sizes against a budget - #78

Conversation
The README table is still measured and must match the build, but a gzipped size is no longer compared with scripts/size-budget.json, since bundle size is not a concern for this library. The budget file itself is removed separately.
Nothing reads scripts/size-budget.json any more, since the size check only compares the README table with the build.

The README size table is still measured and must match the build, but gzipped sizes are no longer compared with scripts/size-budget.json. The budget file itself is not deleted in this PR, so it needs a follow-up removal.
