The skills repeat their standards and prescribe generic troubleshooting, failure tests, and report layouts. Reduce them to task routing, team policy, critical contracts, and completion criteria, leaving implementation and test selection to the model.
Trim duplicated README and OpenWiki policy, add a concise authoring rule, and preserve the latest unresolved-publication and recovery-authority fixes. Keep all versions at 0.1.0.
Validation: cargo make check; both Plugin Creator and Skill Creator validators; diff and local-link checks. Static Plugin Eval found no warnings before rebase. No live release or matched model benchmark was run. OpenWiki generation did not finish and produced an incorrect scheduled-workflow claim; wiki pages were curated under the repository fallback.
