A complete 520-character memory was rejected after the earlier 240-to-512 change, and extraction silently discarded candidates beyond the first three. Preserve complete claims and original provenance while controlling work through aggregate budgets.

Remove note and structured-text character gates and candidate-count truncation. Keep previews explicitly separate from full reads. Add one request ingestion budget, explicit deferred outcomes, contiguous original-span selection, and whole-response evidence budgets that omit complete entries with visible gaps. Reuse the existing PostgreSQL, outbox, child chunks, and Qdrant design.

Existing installations must update the documented configuration keys and explicitly activate built-in extraction profile 8 if they have a pinned older profile. The shared reader contract is v6. No database migration or original rewrite is required.

Validation:

  • 479 Rust tests, 216 benchmark contract tests, four tooling tests, and 111 external-service integration tests passed.
  • Replayed all 29 old proposals unchanged: 27 added and the same two policy ignores. The 520-character candidate is stored/indexed in full and ranks first in its targeted query. Small read budgets report omissions without clipping claims.
  • Original frozen reader questions: 22/24 obligations, 2/4 complete answers (previously 21/24 and 1/4). Preserve remaining answer omissions; this small sequential run does not prove incremental product value.
  • Fresh Chinese extraction admitted all five independent candidates; the multi-project reader met 4/4 obligations. The separate 520-character workflow question met 5/6, including a disclosed frozen-oracle metadata gap.
  • New provider cost $0.020628590; cumulative conservative exposure $2.036762536 / $10. All task stores passed backup/restore and 4096-dimensional query checks before container and volume cleanup.

See the decision, migration instructions, and the report and public verifier. Private originals, full provider payloads, and answers are excluded from the public bundle.
