Team keys now go through the same simulated flow as test keys for letters, instead of getting a 403. Letters have no equivalent of the team-member recipient restriction that makes team keys meaningful for email/SMS, so lets a single team key be used for both real, team-restricted email/SMS sends and simulated letter sends (needed by Den Haag, who run one shared OMC test-environment instance).
