Overview
Automated manifest update that moves the backend off a PR prerelease platform build to the 3.1047.0 release image.

PlatformVersion and PlatformImageTag in backend/packages.json change from 3.1046.0-pr-3056-2069-vcst-5245-20692ed1 to 3.1047.0. Module package versions are unchanged; deploy workflows will pick up the new tag when building the platform image.
