Repository license surface is aligned locally to AGPL-3.0 and needs merge to main so the public repository license surface stops reading as NOASSERTION.

Scope:

  • preserve current intended license class
  • merge the already-aligned branch to main
  • clear repository-page license drift without changing role boundaries

This PR is license-surface alignment only.
