Update CycloneDX to 6.3.0, Python coverage to 7.16.2, CodeQL actions to 4.38.3, download-artifact to 8.0.2, and setup-node to 7.1.0. Consolidates the remaining changes from #158 and #160–#162 so strict-base CI only needs one final merge.
Patch the existing Miniflare sharp override from 0.35.4 to 0.35.5, resolving the high-severity librsvg development-tool vulnerability (Dependabot alert #4). Retain SHA pins, workflow permissions, and existing action inputs.
The SDK digest update (#157), Go 1.27.2 security fix and matching CI policy (#159), and upload-artifact update (#163) landed separately.
Validation: version policy and whitespace checks pass; npm audit reports zero vulnerabilities; the Worker/R2 generation projection proof passes. Required CI, dependency review, release/export integrity, CodeQL, consumer checks, and container scans gate merge.
