Modify campaign directory handling to allow for a temporary work directory if the original does not exist.
Added checks for maximum quadrature order and updated the calculation of L based on the admissible indices.

These are changes made by the Brazilian team to campaign.py and stochastic collocation, as it did not work for their specific use case without these changes. David & Wouter, I would like both of you to review this specifically, as I want to be sure we're not introducing new bugs for other use cases. Ideally we merge this in before the end of August. |

I haven't checked the changes in the stochastic collocation -- I leave that to @wedeling ...
