feat(stocks): pick up new Coinbase stocks on Base from its registry - #95

The Base stock list was static: a stock Coinbase listed later only appeared after a code change and a deploy. The server now also reads Coinbase's public registry (api.coinbase.com/v1/tokenized-stocks) and adds what the static list lacks. - Only adds. A listed address keeps its static row (name, feed); a new address under a listed symbol is dropped, so no reply can relabel, unprice or shadow a stock; COINc, which the registry leaves out, stays; and a stock never drops out while the app runs. - Rows are parsed defensively: B20 address, "<TICKER>c" symbol, 0-18 decimals, a plain name (legal suffix stripped, else the ticker), at most 1000 rows. New stocks have no price feed: no USD, like the other 133 feed-less ones, until a feed is matched by hand in the static list. - Background refresh every 10 min, started by the quotes route and the page-data path; a request never waits for it. A failed or empty read keeps the list and is retried after a minute. - Rows are rebuilt only when the list grows; the supply read and the reserved-symbol list follow the grown list. Today's registry (145 rows) parses cleanly and adds nothing.

From CodeRabbit's review of #95. - The registry is paged: a reply with next_page_token continues at page_token (checked against the live API: 50 per page gives 3 pages, 145 rows). Only the first page was read and the read counted as complete, so a registry longer than one page would have lost its tail. readBaseRegistry now follows every page and parses them as one list, and throws on a page with no token list, a repeated or non-string token, more than 10 pages or more than 1000 rows, so a partial read never stands in for the registry (the list stays, retried after a minute). - mergeBaseStocks drops a stock repeated across rows (first wins), by address and by symbol. - decimals must be a number or a string of digits: Number() read null, "" and false as 0, true as 1 and [8] as 8, so such a row passed as a 0-decimal stock.

From CodeRabbit's full review of #95. The route searched the stock list as it stood, then awaited the price and supply reads, then read the total from the list again. A registry refresh landing in between (the Base list growing, or Robinhood's registry being replaced) made one reply count a stock its search never saw ("Showing 13 of 147" over a 146-stock search). The search and the total now come from one snapshot, on both chains.
